Third Party Services

Practical information

For whom?

All prepaid and postpaid customers using the KPN Group Belgium network.

How does it work ?

Many content providers offer services via SMS, MMS, WAP or special numbers. You can for instance subscribe weather forecasts, follow sports, download ringtones, participate in contests, chat...

How much does it cost ?

Regardless of whether it is an SMS, MMS special number or WAP, KPN Group Belgium NEVER determines the price of those services. All these tariffs are exclusively determined by their provider.

How to activate this service ?

SMS and MMS: The service is activated as soon as you send the code as indicated by the provider.

Special numbers: The service is activated as soon as you compose the special number (such as 070- or 090- numbers).

WAP and PlazZZa services: The service is activated as soon as you have selected the link leading to the third-party service.

Want to know more about a third-party service?

Please contact the service provider for more information about the concerned service, you can find their contact details here . If you have a monthly plan, you can also find this information on your invoice, in the section called "amount to be collected on behalf of third parties".

Tips and tricks

Attention! As their name suggests, third-party services are not provided by KPN Group Belgium. The concerned content provider determines alone the price to pay to benefit from their service. KPN Group Belgium can therefore never be held responsible of the applied tariffs or of the provided services.

This is the reason why, since 1 April 2010, these services are no longer charged by KPN Group Belgium, which henceforth merely gathers the amounts owed for those services in a separated section of its bills, collects the money and refunds the full amounts collected to the providers.

This means that you can no longer use your bundle / package / call credit to access those third-party services. In other words, you can of course still use those services but this usage will be charged on top of your bundle / package / call credit.

Service blocking:

Would you like to avoid receiving an abnormally important bill because of the use of third-party services ? Nothing is simpler! Thanks to the call blocking service, you can block the calls to a certain type of numbers. For instance, you can block the calls to international numbers or the calls to third-party services. Very practical, especially if you have children or teenagers at home.

How can I protect my children ?

KPN Group Belgium makes every effort to protect children when they use a mobile phone. In February 2007, the European mobile operators and content providers developed a collective framework for the entire EU to promote the safety of younger teenagers and children using mobile services. The Belgian Mobile Operators support this framework and have agreed to apply the initiatives that have been developed in the context of this framework. Ethical Commission

The Ethical Commission for Telecommunications monitors to the correct use of payable numbers (e.g. phone numbers with 0900 or 070 prefix, 4 digit SMS codes starting with 3, 4, 7 or 9). Besides conducting investigations on their own initiative, they can also investigate complaints about the non-compliance with the Ethical Code for Telecommunications. Complaints can be submitted to the secretariat of the Ethical Commission (Ellipse Building - Building C - Koning Albert II laan 35 - 1030 Brussels). The complaint will be presented to the Ethical Commission if the problem cannot be solved through mediation on operator level. The Ethical Commission can also examine complaints submitted through the Federal Ombudsman for Telecommunications, if the Ombudsman could not achieve a satisfactory outcome for the complainant. More information about the Ethical Commission and their activities.

Guidelines
